About the Authors
Sarah F. Anzia is the Michelle J. Schwartz Assistant Professor of Public
Policy at the University of California, Berkeley. She received her Ph.D.
from Stanford University in 2012. Her research focuses on American
politics and public policy with an emphasis on state and local govern-
ment, political institutions, and organized groups.

Miriam H
anni is a post-doctoral researcher in the NCCR Democracy
and Centre for Democracy Studies Aarau at the University of Zurich,
Switzerland. She received her Ph.D. from the Unviersity of Zurich in
November 2015. Her research interests focus on the political representa-
tion of ethnic minorities in democracies and in particular on questions of
policy responsiveness. Earlier work has been published in Comparative
Sociology.

Shane Martin is Reader in Comparative Politics at the Department of
Government, University of Essex. He received his Ph.D. from Dublin
City University Business School. His research focuses on how electoral
incentives shape representatives’ preferences, the internal structures of
legislatures, and executive oversight. Recent research by him has
appeared in Comparative Political Studies,theBritish Journal of Politi-
cal Science,Electoral Studies,andPolitical Research Quarterly.

Terry M. Moe is the William Bennett Munro Professor of Political Sci-
ence at Stanford University. He received his Ph.D. from the University of
Minnesota in 1976. His research interests over the years have included
the presidency, the bureaucracy, interest groups, political institutions
more generally, and the politics of education.
