About the Authors
Jessica Owley joined the SUNY Bualo Law School in 2010 after serving as
an assistant professor at Pace Law School. She received her Ph.D. in environ-
mental science, polic y, and management from the University of Ca lifornia-
Berkeley in 2005, shortly after completing her J.D. at Berkeley Law in 2004.
Owley’s teaching interests are in the areas of property, environmental law,
administrative law, and India n law. ough her general rese arch is on land
conservation and property rights, her current scholarship focuses on using
property tools for conservation in the context of climate change.
Before entering academia, O wley practiced in the Land Use and Envi-
ronment Law group at Morrison & Foerster in San Francisco. Prior to pri-
vate practice, Owley clerked for Hon. Harry Pregerson of the U.S. Court of
Appeals for the Ninth Circu it and Hon. Dean D. Pregerson of t he Central
District of Ca lifornia. Owley is a member of the Cal ifornia bar a nd admit-
ted to practice in the Northern, Sout hern, and Eastern districts of Cal ifor-
nia and the Ninth Circuit.
Keith H. Hirokawa joined the faculty at Albany Law School in 2009. He
teaches courses involving environmental and natural resources law, land use
planning, property law, and jurisprudence. Professor Hirokawa’s scholarship
has explored convergences in ecology, ethics, economics, and law, with par-
ticular attention given to local environmental law, ecosystem ser vices policy,
watershed management, and environmental impact analysis. He has authored
dozens of professional and scholarly ar ticles in these areas and has co-edited
(with Patricia Salkin) G L G  (2013 ABA).
Prior to joining the faculty at Albany L aw, Professor Hirokawa wa s an
Associate Professor at Texas Wesleyan University School of L aw and a n
Adjunct Professor at the University of Oregon School of Law. Professor Hiro-
kawa practiced land use and environmental law in Oregon and Washing ton
and wa s heavily involved with community groups and nonprot organiza-
tions. Professor Hirokawa studied philosophy and law at the University of
Connecticut, where he earned his J.D. and M.A. degrees. He earned his
LL.M. in Environmental and Natural Resources Law from Lewis & Cla rk
Law School.
