William Allensworth is a retired partner of Allensworth and Porter, LLP, in
Austin, Texas. He taught 29 semesters of courses in construction law and con-
struction litigation at the University of Texas School of Law starting in 1999,
and he is a Fellow of the American College of Construction Lawyers. He is cur-
rently the chair of the Texas Facilities Commission.
Philip L. Bruner is a mediator, arbitrator, and the director of JAMS Global
Engineering and Construction Group. Prior to joining JAMS in 2008, he prac-
ticed law for 43 years in the construction law eld, the last 17 as a senior part-
ner and founding head of the Construction Law Group in the international law
rm of Faegre & Benson, LLP. Mr. Bruner is the co-author of Bruner & O’Con-
nor on Construction Law.
Carl J. Circo is the Ben J. Altheimer Professor of Legal Advocacy at the Uni-
versity of Arkansas School of Law, where he teaches construction law and
other subjects. He previously served on the faculty at the Benjamin N. Cardozo
School of Law and also taught law as a visitor at the University of Nebraska
and as an adjunct at the University of Missouri–Kansas City. For 20 years, he
practiced commercial real estate and construction law in Kansas City.
W. Stephen Dale is a senior vice president and serves as the general counsel
for WSP for the United States region. Mr. Dale was formerly a partner with
the law rm of Smith Pachter McWhorter, PLC. Mr. Dale has represented con-
tractors and design professionals before federal, state, and regional tribunals
in claims, arbitration, and litigation on large, complex infrastructure projects,
including rail transit, environmental remediation, and mining, as well as high-
way, nuclear power, and waterway improvements. He has been a frequent
speaker at industry conferences, and is a member of the American Society of
