Alysse Emery Hollis focuses her practice on the representation of clients in

the development and nancing of affordable housing. Her practice includes

the structuring and documentation of complex public and private housing

nance transactions involving taxable and tax-exempt obligations, federal

low-income housing tax credits, state tax credits, and various federal and

state subsidies. She routinely serves as bond counsel and underwriter’s

counsel on such transactions. Alysse has worked with local governments,

underwriters, mortgage bankers, affordable housing developers, nonprots

organizations, HUD ofcials, GSEs, and banks across the country.

Alysse has more than fteen years of experience in public nance. In

addition to her work on affordable housing transactions, Alysse has repre-

sented public universities, nonprot organizations, local governments, and

private developers in connection with infrastructure, municipal nance, and

economic development transactions. Prior to joining Jones Walker, Alysse

was with the rms of Peck, Shaffer & Williams LLP in Cincinnati, Ohio,

and White, Bear & Ankele PC in Denver, Colorado.

Alysse received her undergraduate degree in journalism from Colorado

State University and her law degree from the University of California,

Hastings College of the Law.

Alysse would like to acknowledge the contributions of Ron Bell, her tax

partner at Jones Walker, who contributed much of the material for Chapter3

of this book. Alysse would also to thank John Peck for his remembrance

of the early days of affordable housing nance, which is included in the

conclusion section of this book.

Richard M. Froehlich is the Chief Operating Ofcer, Executive Vice
