ABOUT THE AUTHORS
Jay Erstling was the Director of the Office of the PCT and Director-
Advisor for PCT Matters at the World Intellectual Property Orga-
nization in Geneva, Switzerland. His responsibilities included the
administration and reform of the PCT legal framework and PCT policy,
the maintenance of effective working relations with all PCT member
countries, and daily oversight of the PCT system. Since his return to
Minnesota, Mr. Erstling has served as a professor of law at William
Mitchell College of Law and Of Counsel at the Minneapolis intellectual
property firm of Patterson Thuente IP. At William Mitchell, he teaches
and publishes primarily in the area of international and comparative
patent law. In addition to the PCT, Mr. Esrtling has a particular inter-
est in the patent systems of China, Korea, India, and other emerging
countries. At Patterson Thuente IP, he counsels clients on their inter-
national intellectual property strategies and advises on changes in intel-
lectual property law and practice. Mr. Erstling was a Fulbright Scholar
in Cyprus and Sri Lanka and an Indo-American Fellow in New Delhi
and Bangalore, and he has served as a law consultant and speaker in
South Asia, the Middle East, Western Africa, and the Caribbean for
the United States Agency for International Development, the U.S. State
Department, and The Asia Foundation. He earned BS and JD degrees
from Cornell University.
