About the Aut hor
Elizabet h D. Mullin is an environmental professional with decade s of expe-
rience. She has worked both inside and outside government and commented
on a variety of is sues at t he international, federal, state, and local level.
Ms. Mullin began her career with the Nat ural Resources Defense Coun-
cil commenting on draft state Coa stal Zone Management Programs, and
she worked for Arnold & Porter on environmental permitting issues. As
a lawyer with t he U.S. Environmental Protection Agency in Denver, she
specializ ed in Superfund implementation and enforcement. She has been
associated with the Environmenta l Law Institute as a consultant, editor, and
writer. She has also served as the Executive Director of a nonprot organiza-
tion, Rock Creek Conservancy.
Ms. Mullin earned a B.A. from Mount Holyoke College, a master's degree
from the Yale School of Forestry and Environmental Studies, and a J.D.
from New York University School of Law. She is a member of the District of
Columbia Bar.
