Originally entitled the Columbia Journal of International Affairs, the Journal was established in 1947 as a non-profit organization affiliated with the School of International and Public Affairs at Columbia University. As the second oldest publication in the field of international relations, it enjoys a distinguished history. In the aftermath of the Second World War, the founders of the Journal saw a need for a publication serving as a forum for debate on global issues. With a distinct single-topic format, the Journal has covered the crucial topics of over a half-century of international affairs, such as the U.S. occupation of Germany and Japan, the rise of an international civil service, post-war Soviet foreign policy and the aftermath of the Cold War.

The Journal has maintained a unique grasp on the constantly changing world order. In the 1960s and 1970s, the Journal's focus shifted from themes including revolutionary change and political theory to the critical issues of detente, the rise of technology and the changing patterns of world trade. In the 1980s, the Journal covered the often-conflicting trends of global and regional integration, including the rise of the Pacific Basin and the European Community, as well as transformations in the Soviet bloc.
