8.9.2 The Broad Venue Rules
The prosecution is given considerable discretion as to the location for bringing charges. In federal cases, if the mails are used, " [venue is proper] in any district from, through, or into which such commerce [or] mail matter . . . moves."73 In conspiracy prosecutions, the case usually may be initiated in any place where the agreement was reached or where any overt act was committed by any conspirator in furtherance of the conspiracy.74
