7.13 PREFERENCES

For construction contracts, the VPPA permits certain preferences to be given to Virginia bidders. In the event of a tie bid, a preference must be given to the bid submitted by a Virginia person, firm, or corporation. ²³¹ When there is a tie bid on contracts awarded by counties, cities, or towns using a written ITB, a preference may be given to the bid submitted by a person, firm, or corporation having its principal place of business in the locality. ²³² When the
