Virginia lawmakers have OK'd a pilot program to test "quiet-pavement" technology. Five areas around the state will see if a new kind of asphalt called "porous friction course" can really soften traffic noise and survive Virginia weather. Producers say it reduces sounds from tires, lessening the need to build sound walls, decreases spray kick-up from rainstorms and costs less.
