4.1 INTRODUCTION

The Americans with Disabilities Act (ADA) was enacted in 1990. ¹ The ADA is divided into five titles: Employment (title I), Public Services (title II), Public Accommodations and Services Operated by Private Entities (title III), Miscellaneous Provisions (title IV), and Telecommunications (title V).
