§ 38.3.10 Judicial Review of Final Administrative Decisions. After a final administrative decision has been entered in a contested case or an appealable agency action pursuant to A.R.S. § 41-1092.08, the final administrative decision is subject to judicial review as provided by A.R.S. § 45-114(B).

If a party failed to request a hearing upon receipt of a notice of appealable agency action, the appealable agency action is not subject to judicial review. A.R.S.
§ 41-1092.08(H). For decisions entered after a public hearing, the director’s decision becomes final and is subject to judicial review as provided by A.R.S. § 45-114(C).
