§ 38.2.3 Agency Structure. ADOT is established by A.R.S. § 28-331 and has exclusive control and jurisdiction over state highways, routes, airports, and all other state-owned transportation systems. A.R.S. § 28-332(A). ADOT’s responsibilities are enumerated in A.R.S. § 28-332(B). The department’s website is “www.azdot.gov”.
