Small businesses may have paid $37 million in taxes they never owed because of confusion over the alternative minimum tax, according to a report by the Treasury Department's tax inspector general.

Although businesses with $7.5 million or less in average gross receipts were deemed exempt from the tax in 1997, many small businesses continued to pay.
