§ 35.2.1 This Article’s Scope. In 1986, the Arizona legislature enacted the Arizona Environmental Quality Act and created the Arizona Department of Environmental Quality (ADEQ). See A.R.S. §§ 49-101 to 49-1303; 1986 Ariz. Sess. Laws, Ch. 368, §§ 34-39, 41-42. ADEQ is administered by the agency’s director, who is appointed by the governor. The director appoints a deputy director and may appoint division directors as necessary and appropriate. A.R.S. § 49-102(B).
