§ 31.3.4.12.2 Attorneys’ Fees. A.R.S. § 12-348 provides, with certain limitations, for recovery of attorneys’ fees by litigants prevailing against the governmental entity in virtually every form of civil litigation, including civil actions and special actions brought by or against the state, cities, towns, or counties, ARA proceedings and other proceedings for judicial review of agency decisions, tax litigation, and declaratory judgment proceedings under A.R.S. § 41-1032.
