§ 31.3.4.3 Pleadings and Service of Process. Prior to July 1, 2013, administrative decisions were reviewed by filing a complaint as in other civil cases. This was changed by SB 1193, legislation enacted in 2012 that took effect on July 1, 2013. Under the revised version of A.R.S. § 12-904, an action to review an administrative decision is commenced by filing a Notice of Appeal for Judicial Review of Administrative Decision.
