3. [§ 6.23] Service of initial filings in actions to foreclose

In an action to foreclose a lien on residential property, the plaintiff "shall serve on the borrower and the record owner a copy of all papers filed to commence the action," accompanied by the documents required by Real Prop. § 7-105.1(h)(1).
