THE 2023 DC DELEGATION

The 2023 Annual DC Delegation was held on May 16 and 17. These dates were selected because the Tax Section was assigned May 18 for a group swearing-in ceremony for the U.S. Supreme Court Bar. This year's DC Delegation included 30 delegates and 19 proposed tax law changes. The papers and authors are listed in the table below. Each of the 2023 proposals would help the tax law achieve one or more of the following: greater equity, simplicity, modernization, improved enforcement.

It was a busy two days and several times, delegates split up to meet with our government hosts. The first visit involved the entire delegation going to the IRS building to meet with several employees in the IRS Office of Chief Counsel. While at the IRS, the Office of Professional Responsibility met with the authors of three papers and National Taxpayer Advocate Erin Collins and others in her office met with the authors of six papers of greatest interest to them.

After lunch at the Old Ebbitt Grill, all delegates met with Thomas Barthold, Chief of Staff of the Joint Committee on Taxation, and several staff from the JCT as well as minority staff of the House Ways and Means Committee. A few delegates who are constituents of Congresswoman Judy Chu, member of the House Ways and Means Committee, met with her in the afternoon, along with some members of the Tax Executive Committee. The first day concluded with a reception at the Sofitel sponsored by the CLA Taxation Section to which all of our hosts and other friends of the section were invited.

Investigation, Senate Finance staff, House Ways and Means majority staff, Department of Justice, and staff of two more California representatives serving on the House Ways and Means: Representatives Mike Thompson and Jimmy Panetta.

The meetings were informative for the delegates as they were asked many questions about their proposals. Throughout the two days, our hosts seemed quite interested in the ideas and rationale for them as presented by the delegates. Many of the delegates will revise their papers based on comments they received and have them published in Tax Notes or the California Tax Lawyer. The proposals that recommend guidance from Treasury and IRS were also submitted by the Tax Section for consideration in the Priority Guidance Plan.
