§ 2.1.2 Reasonable Suspicion
Reasonable suspicion is defined as “a commonsense, nontechnical concept that deals with the factual and practical considerations of everyday life on which reasonable and prudent men, not legal technicians, act.” Ornelas v. United States, 517 U.S. 690 (1996). Reasonable suspicion cannot be a mere hunch, intuition, or an unspecified suspicion. State v. Richcreek, 187 Ariz. 501, 930 P.2d 1304 (1997).
