It is refreshing to note that The Colorado Lawyer's policy of publishing only articles of a practical nature to legal practitioners is not absolute or inflexible. Your perspicacity in making an exception to your general rule by publishing such a superb article in The Colorado Lawyer is to be commended.

Unclogging The DocketOne of the most difficult practical problems for the attorney who utilizes the court system is the delay in proceeding to trial.

These delays are often the fault of the system. It is not uncommon in Denver District Court to have civil jury trials set fifteen months from date of notice.

In Federal Court, the Honorable Richard P. Matsch has recently sent out a form letter in diversity case cautioning the attorney for the plaintiff that the congested calendar in Federal Court will not permit the trial for at least two years.

One solution to this problem could be the volunteer service on the part of qualified attorneys for a two-week period each year, as part of a panel of trial lawyers to serve in both County and District Courts as additional judges to take the overload.

Each applicant could be required to be licensed to practice law in Colorado for a period of five years or more before serving. Both Sec. 11 and Sec. 16 of Article 6, which regards qualifications of County Court judges, make reference to candidates being qualified...
