Most far-reaching of the items brought to the board of governors' attention at its fall meeting in Tamarron September 5 was the recommendation of the special committee on minimum standards of competency, headed by James E. Bye, that all registered lawyers be required to earn 45 credits of continuing legal education every three years in order to maintain their licenses.

The report was received by the board and the committee authorized to consult with the chief justice as to how the Supreme Court would like to give consideration to the report if it is subsequently approved by the board.

Another proposal which would have significant effect on the practice was a plan for certification of trial attorneys proposed by a special committee chaired by Alex S. Keller. An intensive bar educational effort is planned for this proposal beginning with a special panel on Friday afternoon at the October convention.

Other Actions

Other board and council actions included:

  1. Approval of a resolution tendered by Richard C. Willson, chairman of the law and technology committee, authorizing creation of a non-profit corporation to receive from the State of Colorado computer-readable versions of Colorado statutes and judicial decisions and to negotiate with outside organizations for providing computer search services for Colorado lawyers.

  2. Tabling to a future date, to be set by the president, consideration of the report and recommended resolution of the metrourban affairs committee, headed by Raymond C. Johnson, to support a campaign for creation of a regional service authority in the Denver metropolitan area.

  3. Approval, with minor amendments in the committee's mandate, of the recommendation of the administrative law committee made by Chairman Arthur Hauver and James Lyons that an ad hoc committee be created to further study the delivery of legal services before administrative agencies and authorized that committees to utilize the unspent funds remaining in the original allocation for the study of law representation before agencies.
