The executive council session on March 15 was largely devoted to consideration of the great number of bar-related bills introduced in the current General Assembly subsequent to the board of governors meeting on January 11. The bulk of these were proposals of the state judicial department on which the council took the following action:1. Approved a proposed bill (HB 1577) upgrading the provisions for judicial retirement in C.R.S. 1973, §§ 24-51-607 et seq.

2. Approved SB 196 providing for a 12% cost of living increase for all judges.

3. Approved HB 1158 increasing the fees of jurors and witnesses.

4. Took no position on HB 1093 providing for an additional judge on the Denver Superior Court.

5. Approved HB 1055 providing for additional district judges in judicial districts 1,2,4,8,10,18 and 19.

6. Approved HB 1053 transferring Clear Creek and Gilpin counties from the first to the fifth district and providing for an extra judge therein.

7. Approved HB 1052 changing the classification of counties for judicial purposes to accommodate the transfer made in HB 1053.

8. Approved HB 1049 adding county judges in Arapahoe, El Paso and Jefferson counties.

Action on proposed legislation, other than that of the judicial department, taken by the executive council at the all-day meeting on March 15 was as follows:9. Approved changes in §§ 153-3-713 and 714, 153-5423, and 153-3-910 to resolve the title problems raised in the Colorado Probate Code as recommended by the probate and real estate sections.

10. Gave final approval to SB 135 amending the mental health act to provide for the developmentally disabled as previously approved in principle by the board.

11. Approved a criminal law section proposal increasing the salaries of district attorneys to $32,000 with commensurate increases for assistants and deputies.

12. Approved a proposal to permit district attorneys to request CBI investigations where there is a conflict of interest on the part of local law enforcement officers.

13. Approved in principle SB 280 providing for changing the titles of hearing officers or examiners to "administrative law judges."
