381972, March, Pg. 38The EnvironmentThis column on environmental issues is prepared monthly by John Musick for the Environmental Problems Committee of the Colorado Bar Association. It is directed to providing the practitioner with a reference to the rapidly changing area of environmental law, pausing to digest some of the more important events and analyzing in detail all facets of the landmark cases and legislation.The concept and definition of environmental law presents particular problems to most of us. Environmental law does not necessarily connote "environmentalist"; rather, it describes a broad area of law and science that ranges from the urban problems of zoning, greenbelts, signs, and public health to the non-urban problems of mining, timber, industry, outdoor recreation areas, preservation of forests, and county rural zoning.

It is the earnest hope of the Environmental Problems Committee that practitioners will devote some time to becoming familiar with the key environmental issues now before the state. This column seeks information concerning Colorado's new cases, decisions or rulings of environmental interest.

LegislationContinuing concern for the state was noted by Governor Love in his Legislative Call for the 1972 session of the General Assembly. Of particular interest are his requests regarding weather modification, strip mine reclamation, State Environmental Protection Act and Predator Management. The Colorado Bar Association through its appropriate committees has made analyses and presentations based upon the advisability of each of these measures.

Also of particular interest is the Action Workshop conducted by the Colorado Open Space Council (COSC) during the entire session. COSC maintains a monitoring service which reviews the items on the Governor's Call.

At the local level, major steps being taken in the City of Boulder are noteworthy. Pursuant to the election of four youthful environmentally and socially conscious Committeemen, the city has continued its leadership role in the areas of urban problems and ecology. During the last City Council election, the election of these people plus the close issues of height limitation, additional greenbelt funds and zero population growth signaled a new era in city management and concern...
