19.2 Arizona Recognized Mental Health Professions. There are seven main groups of mental health professionals recognized under Arizona law: (1) psychiatrists, (2) psychiatric nurses, (3) psychologists, (4) social workers, (5) counselors, (6) marriage and family therapists, and (7) substance abuse counselors. Until recently, statutory law distinguished between licensure and certification. Licensure law mandated that a person must be licensed in order to practice that profession, whereas certification governed only the use of particular titles, such as “psychologist.” Each of the seven major mental health professions requires a valid Arizona license in order to practice, although there are various exceptions, such as persons employed by educational institutions and license practitioners from outside Arizona. Mental health professionals who practice without a license are subject to criminal liability and civil fines.5
