B. (§10.6) Neglect
Add the following paragraph after the second paragraph in the original section:
Sections 211.021(2) and 211.031.1(1), now RSMo Supp. 2019, will change January 1, 2021, to define a child as “a person under 18 years of age.”
Add the following sentences to the sixth paragraph of the original section:
But see In re J.B., 472 S.W.3d 242, 250 (Mo. App. W.D. 2015), in which the court relies on § 211.031.5, which states that "[t]he disability or disease of a parent shall not constitute a basis...
