10.2.4.1.2 Admissibility of Evidence Generally

To effectuate the remedial purposes of workers’ compensation law, the administrative law judge is granted greater flexibility in the admission of evidence than that afforded a judge of the superior court.[57] Such discretion is not absolute, however, but must be measured against a standard of achievement of substantial justice.[58]
