In resolving a fee request, most courts focus on the time and effort expended by the attorney and the rates charged for the work performed. This is especially true in commercial litigation, when fees typically are paid on an hourly basis pursuant to an agreement between the client and the attorney. See generally Schweiger v. China Doll Restaurant, Inc., 138 Ariz. 183, 187-88, 673 P.2d 927, 931-32 (App. 1983) [hereinafter, "Schweiger"]. When fees are not paid on an hourly basis, however, the courts and especially the federal courts have developed various methods to determine a reasonable fee. See generally City of Burlington v.
