§ 9.4.7 Security for Costs
An applicant for a restraining order or preliminary injunction must provide whatever security the court deems proper to pay the costs and damages incurred by a party found to have been wrongfully restrained or enjoined as a result of the application. Ariz. R. Civ. P. 65(c). The provision is not applicable against "[t]he State of Arizona and its agencies, counties, municipalities, and other governmental entities?and their respective officers." Id.
