§ 60.07 DEPARTMENT OF CHILDREN, YOUTH & FAMILIES (DCYF): FOSTER-TO-ADOPT

The DCYF usually has children available for adoption. Typically, these children are not newborns, and the rights of these children's birth parents have been terminated under dependency proceedings. See Ch. 13.34 RCW. See Chapter 59 of this deskbook.

After the birth parents' rights have been terminated in a dependency proceeding, the procedure is much like an agency adoption, wherein the DCYF has been given permanent custody of the child with the authority to approve the adoption by qualified prospective adoptive parents. Most typically, the prospective adoptive parents are licensed foster parents. The DCYF usually prepares the pre- and post-placement reports, and there is no charge for this service.
