§ 37.3.8.3 Review of “Whistleblower” Allegations By the Personnel Board. Hearings under A.R.S. §§ 38-531 et seq. are conducted by the board in the same manner as appeals hearings for dismissals, demotions or suspensions of over 80 hours, except the employee alleging reprisal bears the burden of proof. See § 37.3.4.6. A complaint must be filed within 10 days of the effective date of the action taken against the employee. A.R.S. § 38-532(H).
