§ 36.3.6.1 Standard and Scope of Review. All final decisions of the commissioner and the board of appeals are expressly subject to judicial review. A.R.S. §§ 41-1092.08, 37-133(C) and 37-214(C) to 215(E). No specific standard of review is contained in the OAH.
