§ 36.3.5.1 Board of Appeals Jurisdiction. Persons adversely affected by final decisions of the commissioner relating to the classification or appraisal of state land, minerals or improvements may take these decisions to the board of appeals. A.R.S. § 37-215(A). The appeal must be filed with the commissioner within 30 days from the date the notice of the decision is mailed to the appellant. A.A.C. R12-5-2302(B). The board of appeals also has the authority to review and approve leases for commercial purposes and sales of state land. A.R.S. § 37-132(A)(7).
