§ 36.3.3 Structure of the Land Department. The commissioner is the department’s executive officer. A.R.S. § 37-131. The commissioner’s statutory charge includes exercising and performing all duties and powers vested in the department. A.R.S. § 37-132(A)(1). The commissioner’s signature must be affixed to all official acts of the department, including all instruments of conveyance, leases and certificates. A.R.S. § 37-103.
