§ 25.9 Public Records Law Special Actions. A.R.S. § 39-121.02(A) provides that any person may appeal the denial of access to public records by initiating a special action in superior court. The superior court must exercise de novo review over a records custodian's decision to deny access. Primary Consultants, LLC v. Maricopa Cty.
