§ 23.3.3.1 Filing Procedure. The appellant's memorandum must be filed with the trial court within 60 calendar days after the notice of appeal deadline. The appellee's memorandum must be filed within 30 days after the filing date of the appellant's memorandum. SCRAP-Civ. 8(a)(1). If no appellee or cross-appellee memoranda are filed, the case will be deemed submitted on the record. Id. Failure to file an appellee or cross-appellee memorandum does not constitute confession of error. Id.
