§ 23.10.1 The Nature of Superior Court Review. Appeals to the superior court from a justice court civil judgment are determined on the record if that record includes a transcript of the proceedings. SCRAP-Civ. 1(b). The record may be made by a certified court reporter or other electronic means approved by the supreme court. Id.
