§ 2.4.7 National Railroad Adjustment Board. The NRAB comprises 34 members selected equally by carriers and unions.26 The NRAB has jurisdiction over disputes between railroads and employees involving rights under collective bargaining agreements, including rates of pay, rules, working conditions, and other provisions. Special boards of adjustment (comprising three members) can resolve disputes that have been pending for more than a year.27
