§ 10.6 Initiative, Referendum and Recall Appeals. An initiative, referendum or recall election is commenced upon filing a petition in compliance with the state constitution and statutes with the appropriate election official. See ARIZ. CONST. arts. IV, pt. 1, § 1 (initiative and referendum), and VIII, pt. 1, § 1 (recall); A.R.S. §§ 19-101 to 19-217. A corporation is a “citizen” for purposes of challenging a referendum or an election. See KZPZ Broad., Inc. v. Black Canyon City Concerned Citizens, 199 Ariz. 30, 33, ¶¶ 8-10, 13 P.3d 772, 775 (App. 2000).
