§ 1.1.9.3 Legislative Attempts to Thwart Public Unions. The legislative effort to weaken the strength of organized labor in the public workplace has reached new heights in recent years. The state legislature has continued to shrink the reach and impact of organized labor in Arizona. For example, it passed legislation severely limiting Arizona labor unions' ability to deduct dues from paychecks automatically, and, at Governor Jan Brewer's behest, it all but completely removed protections for state personnel.207
