§ 1.1.12 Efforts to Modify Constitutional Protections. The legislature, heavily influenced by employers and insurance companies,²⁵³ has made a number of attempts to amend the constitution's provisions protecting damages. In 1986, 1990, and 1994, aborted attempts were made to amend article XVIII, section 6 and article II, section 31 to allow the legislature to limit damages and causes of action for damages.
