§ 1.1.10. Legislation Relating to Farm Labor Relations. Farmworkers were excluded from the protections of the National Labor Relations Act (NLRA), enacted in 1935.215 Despite the long history of exploitation of farm laborers, tenant farmers, and migrant workers, President Franklin Delano Roosevelt agreed to the exclusion of agricultural workers in order to obtain passage of the NLRA and to maintain the support of southern Senators and Representatives key to his New Deal coalition.216
