A significant percentage of inmates have behavioral and psychological problems that present special care and security issues for correctional institutions. Estimates of the percentage of mentally ill inmates are similar in the United States and Canada. Data from 1999 indicated that 18 percent of Canada's inmates had previously been hospitalized in a mental health facility. That same year, the Bureau of Justice Statistics reported that 16 percent of all inmates in America's state prisons or on probation suffered from mental illness, reporting either a mental condition or an overnight stay in a mental hospital.
