The Pennsylvania approach to re-entry.

More inmates are leaving prisons and jails now than at any other time in the nation's history. In 2001, nearly 600,000 inmates were released from state and federal prisons. Of these, 10,500 inmates were released from Pennsylvania state prisons and the number of inmates leaving Pennsylvania prisons has grown by nearly 15 percent since 1997. (1) As so many have noted recently, (2) inmates leaving prisons are faced with a multitude of problems, including having few or no employment skills and prospects for meaningful work, low levels of education and serious drug and alcohol problems. Released offenders must find a place to live and some will need to reunify with families from which they may have become estranged before or during their incarceration. Often, released offenders have chronic health problems and many suffer from mental illness.
