Terrorist detainees and Human Rights: an international perspective.
Two months after the Sept. 11, 2001, terrorist attacks on the United States, U.S. Attorney General John Ashcroft told the Senate Committee on the Judiciary Dec. 6 that "the terrorist enemy that threatens civilization today is unlike any we have ever known." Whether that statement is true or not depends on how one defines terrorism and views history.
As stated in the Code of Federal Regulations, the United States defines terrorism as "the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population or any segment thereof, in furtherance of political or social objectives."
