Offender Substance Abuse Pre-release Program

The Offender Substance Abuse Pre-release Program being adopted by most Canadian correctional institutions was assessed to determine its effectiveness in reducing substance abuse. The program, which focuses on the cognitive-behavioral method in treating drug and alcohol offenders, was applied on 324 subjects from the Bath Institution in Ontario, Canada. Assessment of the offenders' knowledge, attitude, behavior, abilities and employment revealed significant improvement in all aspects, indicating the program's effectiveness and efficiency for use in treatment programs.

Substance abuse program analyzes rates of success.

It is well-known that substance abuse among offenders is related to risk for re-offending. In Canada, conservative estimates indicate that almost seven out of 10 offenders incarcerated in Canadian institutions have drug and/or alcohol problems of sufficient severity to warrant intervention (Robinson, Porporino and Millson, 1991). This represents a massive challenge for correctional programming.
