Sponsoring Sen. Matt Bartle, R-Lee's Summit, has made several attempts over the years to pass the measure, and this is his final session. The Legislature approved a bill with the same underlying premise in 2005, but the industry challenged it, and the Missouri Supreme Court struck it down as unconstitutional because it was tacked onto a bill dealing with drunken driving and hence changed from its original purpose.See the full content of this document
