A majority of the states in the US is formulating health reform plans to decrease health care costs and provide insurance to the needy, instead of waiting for the implementation of Pres Bill Clinton's health care reform plan. Maine, Florida and Maryland have instituted reforms that ensure insurance coverage of small industries. Children and uninsured people will be provided with health care benefits. Vermont, Florida, Washington, Minnesota Hawaii and other states have planned a uniform health care package which will cover emergency care, rural health problems, maternity, and child care programs.

States beat President to the punch.

By the time a nationwide health reform plan is adopted, states will have led the way.

For the past two decades, states have been quietly exploring and adopting measures to alleviate sky-rocketing health care costs and to encourage expansion of insurance coverage to those in need.

This year, legislatures in 40 states considered some type of health care proposal.

"From Vermont to Texas, every state government in America is being financially crushed by the rising cost of providing health care," Governor Ned Ray McWherter told the Tennessee General Assembly. Health costs have tripled in that state over the past five years.

The governor's contention was reinforced by the Congressional Budget Office, which cited health care costs of more than $800 billion in 1992 and predicted that figure would rise to $1....
