A law firm that serves as bond counsel for a city is not necessarily barred from representing private clients in matters before municipal boards, agencies and courts, the New Jersey Supreme Court has ruled in reversing a state disciplinary board opinion.

State disciplinary rules prohibit a lawyer from representing a client "if the representation involves a concurrent conflict of interest." Although state rules allow private clients to waive a conflict, public entities are precluded from consenting to concurrent representation.
