Real Training, Real Results

He's served as director of training for the Savannah Police Department, and is currently chief of the Lebanon City (Pennsylvania) Police Department. One thing Bill Harvey knows is the value of training.

"I can tell you, you have to train your people," he says. "It saves lives, and is the first line of defense in courts."

But it's tough for departments, especially smaller ones like his. With just 47 sworn officers, the budget is sized accordingly. And this, he says, is one of his biggest challenges.

"It's not just us, though," Harvey notes. "Everyone is challenged more and more to stretch the budget. And when it comes to training devices, a lot of them are pretty pricey. It gives you some hard decisions to make."
